The Children’s Discovery Camp Initiative

In the remote mountains of Paluan, Occidental Mindoro, many Indigenous Mangyan children grow up unseen by the system.

At ages 3 to 7—the most critical years for brain development—some survive on just one meal a day. Many have no birth certificates. Most will never step into a classroom.

Without intervention, the cycle continues.

We are Building Something Different!

The Solution: Children’s Discovery Camp.

It is Lift PH Up’s flagship project. A solar-powered, culturally rooted, self-directed, sovereign and private sanctuary where children can eat, learn, and be seen.

What makes the Children’s Discovery Camp Different…

is its convergence model—bringing together elements that are rarely integrated into a single intervention:

Unlike traditional learning centers, the Children’s Discovery Camp uses satellite-powered, television-based learning to reach areas beyond the limits of infrastructure. While the Philippines has educational TV platforms like the Knowledge Channel Foundation, these rely on existing broadcast or cable access—something many remote indigenous communities simply do not have. The Children’s Discovery Camp uniquely delivers that same quality of content directly into off-grid communities.

A major but under-addressed issue in the Philippines is the lack of birth registration among marginalized children, which prevents school enrollment. The Children’s Discovery Camp is unique in directly integrating civil registration support (birth certificates) into an education programturning access to identity into part of the learning pathway.

The model is supported by a strong alliance between Lift PH Up Organization, Inc. and the Mangyan Community of Paluan represented by its elders and leaders, aligning with how ECCD programs are governed in the Philippines. This makes it not just impactful—but scalable and institutionalizable.

Many ECCD programs include feeding components, but these are often supplementary. In contrast, the Children’s Discovery Camp model treats nutrition as the primary gateway to education, recognizing that cognitive development cannot happen in conditions of chronic hunger. This “feed-first-to-learn” design is both behavioral (drives attendance) and biological (supports brain development).

Many interventions bring in outside systems. The Children’s Discovery Camp is intentionally built as a culturally integrated space, self-directed, independent, sovereign and private sanctuary, guided by the alliance between Lift PH Up organization, Inc. and indigenous leadership of Mangyans of Paluan and local facilitators. This reduces resistance, increases trust, and ensures long-term sustainability.

This is not just a Children’s Discovery Camp.
It is a bridge—to education, dignity, and opportunity.
